City Hall; Teachers Demonstration

Ocean Hill-Brownsville, a Black and Puerto Rican community in Brooklyn, was one of the three community control demonstration districts in New York City. In the spring of 1968, the district’s governing board decided to fire 19 white teachers. Those teachers were affiliated with the United Federation of Teachers (UFT). The local community board and parents believed the union and its members were actively working against the community-control experiment that they had recently achieved. The UFT argued that the local board did not have the authority to fire those teachers. The UFT called a strike at the start of the next school year.1
The strike reached not just Ocean Hill-Brownsville schools, but all New York City public schools. It shut down nearly all of the city’s schools for more than a month, creating great difficulties for families with children.2 However, some schools in community control districts and majority Black and Latinx areas stayed open, as some teachers chose to support community control.
Protesters, most of whom appear to be white women teachers, carried signs that read:
- End Mob Rule
- Return the Schools to All the People
- Freedom to Teach for All Teachers
- End Violence in Our Schools
- Dignity for All Teachers
- TWU (Transit Workers Union) Supports Teachers
- Why won’t [Mayor John] Lindsay close hate factory J.H.S. 271?
- Lindsey, the last of the big time suspenders
- Due Process for Teachers
- Witches Brew while our Children Stew
- J.H.S. 281 Brooklyn
- No School is Safe without Due Process
In this context, teachers’ comments about “due process” referred not to constitutional rights, but to the provisions for how teachers were evaluated and, under some circumstances, could be considered for firing, under the union contract. The Teachers Union felt that the dismissal of the Ocean Hill-Brownsville teachers was a violation of these “due process” rules.
The Ocean Hill-Brownsville struggle raised the question of what role or voice parents should have in school governance compared to what role or voice educators should have. The difficulty of resolving this question helped bring the community control districts to an end.
This film footage was recorded by the New York Police Department’s Surveillance Unit, which recorded protest activity in the city in the 1960s and 1970s.

- Think about one of the slogans that appears on the signs that protesting teachers are carrying. What is communicated by this slogan? Why are the protesters choosing this message?
- How do you think Black and Latinx students and families who supported community control felt when they saw white teachers marching to demonstrate against community control?
- How are teachers’ interests aligned with or similar to the interests of their students and the communities in which they teach? How are they different?
- Who is involved in deciding who teaches at your school? Who do you think should be involved in deciding who teaches at your school? What are the pros and cons of these approaches?
- What difference does it make, to you as a viewer, to know that this footage was recorded by the New York Police Department? Why do you think the NYPD was recording this footage? How does that affect what we can learn from it?
