Jim Crow School Kids as Mentally Unfit

By the 1940s, New York City schools frequently used intelligence tests to decide which kind of schooling a child needed. The difference of a few points on a single test could mean placement or exclusion from a regular class with academic instruction. CRMD classes - or classes for “children with retarded mental development” as they were called by the Board of Education - had much lower expectations for students and too frequently had teachers who were not trained to support students with intellectual and other disabilities.1
A group of Black parents became concerned about the assignment of Black children to CRMD classes in the schools of South Jamaica in Queens. They felt that the assignments were not accurate and they were harmful, because students could be disabled by classes that did not offer them academic opportunities like their peers. Working with the local Better Schools Coordinating Council, the parents publicly criticized the schools, demanded change, and took their concerns to the press. They also secured their own intelligence tests, given by noted psychologist Dr. Mamie Phipps Clark. The results showed that half of the students scored above the Board of Education’s cutoff for CRMD classes.2
In an article published a week after this one, also in the Amsterdam News, Board of Education officials denied some of the charges but did agree to test students more frequently, and to involve more knowledgeable professionals in deciding whether a child would be placed in a CMRD class.3
While the parents of South Jamaica won some changes, the patterns that they were concerned about continued in New York City schools. For decades after this controversy, Black and Latinx students were placed in CRMD classes for reasons that were not related to intellectual disability - including speaking Spanish, misbehaving, or being frequently absent from school.4 Many students who were given an intelligence test once and placed in a CRMD class were not re-tested after a few years to see if their needs had changed. And, as was the case in the “600 schools,” students placed in CRMD classes may have had other disabilities and needed supports that were not available in the CRMD class.5
